Interoperability Patterns

Prefer API-first integrations with clear SLAs. Use event-driven updates when partner systems are slow or batch-oriented. Never hard-code partner agency logic into the portal UI — keep policy in the workflow layer so rules can change without redeploying every client.

Security and Trust

Trade documents are high-value fraud targets. Enforce strong identity for officers, signed artifacts for issued certificates, and public verification endpoints for overseas customs. Log every status change with actor, timestamp, and reason codes.

Rollout Strategy

Pilot with one document type and a willing chamber or region. Measure issuance time, error rates, and exporter satisfaction. Expand document types only after the first flow is stable. Parallel paper processes should have a clear sunset date.
